Usage & metering

Record allowance and credits.

Every plan has an account-level monthly record allowance shared by all capabilities, keys, SDKs and MCP. Records are reserved atomically before work runs. Responses include a usage block; Enterprise reports credits_remaining: null.

GET /api/v1/usage returns a read-only usage snapshot.
